The concept is to build a continuum of the city's effervescence by projecting above the Rue Neuve, the “Rue Haute”. It is about a projection in space but also in time. This vertical urban gesture tends to determine the spacial composition and timeline in peoples’ life by uniting wellness and joie de vivre. The task is to challenge the simple window-shopping by day and the emptiness by night. For this, the project stratifies the functions and users' behaviors not by erasing the existing structure but by filling what's lacking. Indeed, the “Rue Haute” designs itself in the city, multiplies the functionalities, becomes a multi-used passage (theater passage, catering passage, digital passage…). It completes the Rue Neuve, interprets its story and generates a new identity for the street.

The ascending program takes place from the current rue Neuve, stacking a variety of functions, and culminates in a roof-belvedere. An approach which establishes a new modality of composition with the urban plan while being situated in an ecological approach. This strip placed 35 meters from the ground tends to define a new urban dialectic, it offers the possibility of composing with the spatial field while providing the existing fabric with a green and energetic strip. Underneath, the sensation is at its height, the “vegetal crane” via its large reflecting mirrors placed below the program tape, displaces the urban sequences and plays with the the intense mobility of the street. The crane stimulates spirits and invites passengers to take control of this elusive urban mobility.
This fantastic route is enhanced by a civic art installation in place of the old Notre-Dame Church. Of a pure spherical form, it is placed serenely in front of the amorphous of the urban. The work is given to its spectators who take control of its artistic dimension. Art is produced collectively by the viewers themselves via the sending of interactive digital spatial images. Beyond its utopian spaces of spatial urbanity à la Yona Fridman, the aerial street offers its visitors new situations. It gains in volume and absorbs various programs: aerial parks, an altitude swimming pool, a basketball court on the roof and a movie theater turned towards the ancient center of Brussels and which scrolls through all the historical monuments of the city at the will of its spectactors.
